Description

Objective:To develop reference ITU-R recommendation for Optical Atmospheric Propagation data, and statistical prediction methods required for the design of Earth-space optical, telecommunication systems using link-budget and link availability analysis.This development shall be based on published scientific models and the results of relevant ESA activities. The statistical models shall be tested using experimental data from past or on-going optical atmospheric propagation campaigns.Targeted Improvements:To provide to EU Space Industry a set of reference statistical models and data for the optical atmospheric propagation that can be used for the design of earth-space links on a global scaleDescription:I) BACKGROUND: The ITU-R recommendations for propagation are a widely accepted and freely available reference for the design of telecommunication systems in any region of Earth. These are developed and regularly maintained by SG3 using the models and the data provided by its participants. In SG3 model selection for recommendation is based on testing using experimental data.II) SCOPE: The development of specific ITU-R recommendations on optical propagation for earth-space optical communication links can benefit from the extensive, studies performed(e.g. the CCSDS Green, Book, The ONUBLA ESA project, the ONERA/CNES SYSTAR tool, and the several publications on optical space, communications on the International Society for Optics and Photonics and on, NASA/JPL IPN Progress reports) and from the results of past or current propagation campaigns (e.g. the ARTES SL.005 ATMON)III) DEVELOPMENT PROCESS:: The activity tasks/outputs are: A) State-of-the-art review and selection of optical propagation models B) Collection of past or new data for model development and testing C) Development or update of models, including implementation as Software, procedures, D) Validation and Testing of accuracy of new models, E) Preparation of the input material for ITU-R SG3 activities (new, recommendation, accompanying SW implementation, Data and Test results, SW, Validation examples, Fascicle/Report), F) Final Reporting
