Competitiveness & Growth Overview

The ARTES Competitiveness & Growth element is dedicated to the development, qualification, and demonstration of products such as a piece of equipment, either of the platform or payload of a satellite, a user terminal or a full telecom system integrating a network with its respective space segment.

Within the ARTES programme, these elements play a vital role and are often referred to as the “core competitiveness” programme of ESA. They provide broad support for general development of technologies, products, applications, and services that serve as building blocks to maintain and improve the competitiveness of the ESA Member States' satcoms industries.

This element was previously known as ARTES 3-4. The previous ARTES 5.2 element is also now incorporated within ARTES C&G.

Contracts are awarded on the basis of proposals made by industry for the development of products for future exploitation. Products are defined to be any hardware, software, service or application.

The revision 2 of the  ARTES C&G Call for Proposals (CfP) has now been issued and is online on EMITS, Invitation to Tender number AO8793 rev.2 To download the documents, registration on esa-star is required. 

ELIGIBILITY REQUIREMENTS

To submit an ARTES Competitiveness & Growth proposal, you must meet the following eligibility requirements:

1. Your proposal must feature satellite communication. This can be the improvement or development of a satellite Ground Segment product such as a user terminal or gateway equipment. For the Space Segment, you may wish to improve or develop a satellite platform, an attitude and orbit control sub-system, a payload, an amplifier or any other satellite equipment.

2. ESA will only admit proposals for evaluation that come from companies or organisations – whether as Prime or Subcontractor – residing in one of the following countries:

  • Austria
  • Belgium

  • Finland
  • France
  • Germany
  • Greece
  • Ireland
  • Italy
  • Luxembourg
  • The Netherlands
  • Norway
  • Portugal
  • Romania
  • Spain
  • Sweden
  • Switzerland
  • United Kingdom

3. It is mandatory that companies (both Prime Contractor and Subcontractor(s)) obtain formal authorisation from their National Delegation to carry out the proposed activity. For Study Proposals the authorisation by the National Delegation shall include a declaration of its intention to support the full development.

FUNDING

ESA will fund up to 75% of the total cost of the proposed activity.
