ESA revises ARTES 4 Call for Proposals

The 'Call for Proposals' process is always open and operates by having industry submit proposals as they find it opportune. These proposed activities are to be oriented to sustainable products or applications in the area of satellite telecommunications and should have clear commercial potential. ESA considers the merits of each proposal based on the requirements set out in the tender documents. Accepted proposals receive up to 50% of the project cost.

Although not a competitive tender action, the ARTES 4 'Call for Proposals' is published on EMITS. The 'Call for Proposals' was last updated in August 2005.

Revisions
New changes mainly affect two areas. The first, Prior Work, means that companies can now submit proposals for work already begun. Funding can reach a maximum of 10% of the cost of the activity.

The second, IKC (In Kind Contributions), is defined as hardware including any software, assembly, integration and testing needed to make this hardware a functional unit. IKC has been made acceptable as a cost element provided certain conditions are met. The maximum allowable IKC cost is 20% of the total cost of the proposal.
