Important updates to ARTES 3-4 Open Call For Proposals

TIA´s always-open Call for Proposals for the ARTES 3-4 element has been updated. These changes improve the way companies located in ESA´s participating member states and Canada submit proposals to ESA for satcom technology, products and systems development.

ARTES 3-4 supports design, development and demonstration activities in the space segment, ground segment and satcom applications areas. Companies looking to develop or expand products with plans for future exploitation are encouraged to submit proposals through the ARTES 3-4 always-open Call for Proposals.

In order to save time and resources and facilitate early engagement with ESA, an outline proposal or a study proposal is now requested in the early stage of project preparation before a full proposal can be submitted. 

Another significant change is that study proposals for ARTES 3-4 satcom applications are now accepted and can be used as an alternate and easier entry point for some activities.

Outline or study proposals give industry the possibility for a faster submission process and ESA the opportunity to engage at an early stage to assess the viability and eligibility of the proposed development. It also allows ESA to promptly begin any required committee approval process for eligible developments.

To assist companies with their outline proposals, ESA has initiated the Outline Proposal toolkit. This interactive online toolkit provides nine modules, each addressing a specific section of the outline proposal criteria. Each module includes tutorials, tools, worksheets, tips and techniques to help create the outline proposal document.  Click here to access the tool, or see the links in the column to the right.

It is also required for companies to obtain formal authorisation from their national delegation before submitting their full proposal. For study proposals this authorisation must include a declaration of their intention to support the full development of the proposed product or service.

Proposals are accepted from countries participating in the ARTES 3-4 element. These countries include Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Norway, Portugal, Spain, Sweden, Switzerland, United Kingdom and Canada.
