SATELLITE-BASED VOICE CONNECTIVITY OVER IP FOR THE NEXT GENERATION EMERGENCY CALL (NG ECALL) (ARTES 4.0 4S SPL 3A.154 / 4S.012)

Description

Objective: The objective of the activity is to design and develop a system concept for the Next Generation Emergency Call (NG eCall) service over satellite for emergency applications. A software testbed will be designed and developed to assess and evaluate the performance of the system concept. Targeted Improvements: Enabling the NG eCall service over satellite for emergency applications, including in particular voice and remote control communications over IP (not existing today). Description: Today the Next Generation ofemergency call (NG eCall) is relying on terrestrial networks for its communications. However, the terrestrial network coverage still presents gaps where the service is not available ; in order to offer a complete NG eCall service, as well as a backup service there is great interest in deploying a service over the satellite. In this activity, a system concept will be developed for NG eCall services over satellite. The concept will address in particular the main novel aspects of the standards, i.e. enabling voice and remotecontrol communications over IP networks. The concept will be implemented in a Software testbed emulating emergency data transmittedfrom the car, and carried over the satellite channel and its impairments (e.g. Doppler, atmospheric fading, multipath, etc.).Tests will be carried out to evaluate the system performance over a set of scenarios based on currently existing systems, as well as future systems where the advantages of using a dedicated satellite design will be evaluated as well.
